When there are many features in a piece of technology or many rules in an AI systesm, they may interact in unexpected ways. This was first noted in telephony systems, but applies whenever theer are multiple rules, each of which makes sense on theor own, but where in oartucular circumstances, the overall effect may not be desirable. For eample, a smart hotel might have a rule that locks the door if a room is empty, and instructions for people to leave the building immediately if there is a fire alarm. However, this may mean that every guest has to have a new key issued when they get locked out after a false-alarm at 2 o'clock in the morning.
